I wouldn't be surprised if it was DLC for the game before an expansion.
I am fairly sure that they would likely make acampaign for whatever race they put in the expansion, unless yhey pull a DC on us :P
i thought they announced the DLC already?

This is the most likely answer, they are working on DLC it's just a matter of what it actually is.
