I am stuck on the Cesar Vialpando mission where i need to check some one out for Sweet. I don't understand how to pass this mission. Any ideas?GTA San Andreas

When the arrows are moving across the screen, im not sure how to do this. Do i use the keyboard for the arrows?
Oh..I had some problems through this part, strangely, it didn't use the keyboard arrows nor the wasd, I think I tried the numpad arrows...
